The solicitation close date is July 10, 2026, at 3:00 pm Central Time.

Payment will be made within thirty (30) calendar days from receipt of goods, services, or a correct invoice, whichever is later.

Manufacturer's standard warranty must apply unless otherwise stated in this solicitation.

TxDOT will consider best value for the state, evaluating responses based on the respondent's ability to best satisfy TxDOT requirements, including approach to meeting requirements, lead time, and pricing.

Respondents must demonstrate their ability to meet the requirements specified in the solicitation, including detailed literature, specification sheets, or documentation.

Respondents may be disqualified for submitting a response with false statements, making material misrepresentations, contacting unauthorized personnel, failing to attend mandatory discussions, or if assumptions or exceptions significantly change the solicitation.

The CCAR analysts shall be a certified CCAR administrator, which is a certification obtained from Integrated Data Services, Inc. Personnel must have the certification prior to being granted administrative rights to a CCAR database. CCAR certifications from other companies will not be accepted. A copy of the certified CCAR administrator certificate shall be included with the proposed employees resume as part of the contractor's proposal. The CCAR analyst shall have at least three 3 years of hands-on experience with CCAR and at least one 1 year as a certified CCAR administrator.

Vendors must be capable of delivering a comprehensive online presence vetting OPV solution and must complete and submit Attachment A response template.

Failure to submit responses electronically by the deadline or failure to use the required response template could lead to disqualification.

The period of performance is from 09 July 2026 to 8 July 2027.

Responses are due no later than 02 July 2026 at 1:00 pm est.

Your firm must have an active and completed registration in the mentioned systems to be considered.

If not, please provide how your firm will comply with the system registrations.
