The solicitation is for the repair and maintenance of the berthing and messing barge YRBM57 at Yokosuka Naval Base. The work includes sewage collection, air conditioning upgrade, and deck covering replacement. Proposals are due January 26, 2026. Offerors must have a Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR) with the U. S. Navy. The government intends to award without discussions. The government will evaluate proposals for award purposes by adding the proposed price for all clins which will determine the total evaluated price. The government will analyze the total evaluated price in accordance with far ****, to determine fair and reasonable pricing. Technical acceptability will be determined by evaluating the total number of proposed labor hours prime and subcontractor and proposed material and other costs. The technical acceptability will be rated as either acceptable or unacceptable. To be determined technically acceptable, the number of labor hours and material and other costs proposed by the offeror must be sufficient to reflect an understanding of, and ability to complete, the scope of work.
The contractor work completion date is 15 Jun 2026. The contractor shall accomplish the work within the period of performance pop listed in each task group instruction tgi.
The contractor shall extend to the government the full coverage of any standard commercial warranty normally offered in a similar commercial sale. The contractor shall provide a copy of the standard commercial warranty with the item.
Award will be made to the responsible, technically acceptable offeror, whose proposal, conforming to the solicitation, offers the lowest evaluated price. The government intends to award without discussions with offerors, but reserves the right to conduct discussions if determined to be in the best interest of the government.
Offerors must have a Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR) with the U. S. Navy. Any offeror who do not possess an active msra or abr, or does not agree to execute a master agreement msraabr before award of a job order, will be rated as technically unacceptable and will not be eligible to receive an award.

Participants will be provided additional information to the ship check and will be subject to security, safety, and other applicable regulations established by cfay naval base, srfjrmc, and the commanding officer of the ship.
