This solicitation is for wash rack and accumulation tank cleaning at Aviano Air Base. The resulting award will be a blanket purchase agreement with a five-year ordering period. Offerors must follow instructions in the attached request for quote (RFQ) document. A site visit is available upon request. All quotations must be submitted by a specific date. The government will evaluate quotations based on technical capability, price, and ability to respond to emergency calls. The government reserves the right to select an awardee whose quote is considered most advantageous, exceeding minimum standards.

The Town of Charlestown is soliciting proposals for maintenance dredging in Ninigret Pond. The initial contract period is approximately November 29, 2018 to February 1, 2019. Proposals are due November 21, 2018, 3:00 PM EST. Vendors must review all sections of the RFP carefully and follow instructions completely. Alternative approaches are solicited, but proposals that depart from the terms may be rejected. All costs associated with developing or submitting a proposal are borne by the vendor. Proposals are irrevocable for 180 days. Pricing is firm unless otherwise indicated. An award will be made to a prime vendor. Subcontracts are permitted. The purchase of goods and services is contingent on appropriated funds. All materials submitted may be considered public records. Vendors must comply with Rhode Island General Laws **** regarding equal opportunity. Bid surety bond is required. Payment and performance bond is required from the successful vendor. Mobilization and demobilization will be paid at a lump sum price. Site restoration to pre-construction condition is required. The contractor may work 24 hours per day, seven days a week. A storage and staging area will be provided. Security and utilities are the contractor's responsibility. The contractor is responsible for coordination with the US Coast Guard. Monthly partial payments will be based on estimated removal by the town or interim surveys. Technical proposals must receive a minimum of 60 points to advance to the cost evaluation phase. Proposals must include a cover sheet, completed W9, technical proposal (limited to 10 pages), and one electronic copy on a CDR. Printed copies must be bound with removable binder clips. The Town reserves the right to award on the basis of cost alone, to accept or reject any or all proposals, and to award in the town's best interest.
