Requests for clarification, change, or approval of equivalents must be received by the SPC no later than the deadline specified in Section A. 3 Solicitation Schedule, which is 7 calendar days prior to the closing bid.

Offers may be rejected if the offeror has liquidated and delinquent debt owed to the state, has been debarred or disqualified, has had contracts terminated for default, or has been criminally or civilly charged, indicted, or convicted in connection with public contracts or related offenses.

Bids of offerors not meeting the SDVOSB requirement will not be considered for award. Failure to complete and submit VAAR **** D certification with the bid will result in rejection.

Proposals are due by 3:00 PM MT on July 30, 2026. Proposals not submitted by the designated opening date and time will not be accepted by RMPS.

Service providers warrant that all services performed will be done with the highest competence and care, and all materials and equipment will be new and of suitable grade. They also warrant against defects for twelve months after final acceptance.
