This is a Request for Quotation (RFQ) for the Pacific Deepwater Investigations, Research, and Technology (PACDIRT) Study. The U. S. Department of the Interior, Bureau of Ocean Energy Management (BOEM) is seeking competitive quotations for this study, which aims to increase understanding of how environmental factors influence the distribution of sediment plumes. The anticipated award will be a single firm-fixed-price purchase order with a period of performance of award through 18 months. The place of performance will be the vendor's facility. Quotations are due by July 10, 2026, at 5:00 PM Eastern Time. Questions must be emailed by June 30, 2026. The award will be made to the responsible quoter whose quote represents the best overall value to the government, with technical and other evaluation factors being more important than price.
Quotations must be received no later than 5:00 PM Eastern Time on July 10, 2026. The period of performance is award through 18 months.
Payment shall be made upon contractor delivery and government acceptance of deliverables, according to a partial delivery payment schedule. Invoices must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform (IPP).
Award will be made to the responsible quoter whose quote provides an overall best value to the government, considering technical and all other evaluation factors, and price. Technical and other evaluation factors are more important than price.
Offerors shall demonstrate qualifications through their scientific and technical personnel, understanding and technical approach, project management plan, and past performance. Key personnel must have notable experience in physical oceanography and seabed mining impacts, demonstrated by scientific publications or government-funded reports.
Failure to submit required information, including the price and technical volumes as instructed, may lead to rejection of the quotation. Inconsistencies between the purchase order and the contractor's quote will be resolved in favor of the purchase order terms.
