The Town of North Andover is seeking bids for the supply, installation, removal, and disposal of granular activated carbon at its water treatment plant. The contract period is one year with two optional one-year renewals. Bids must be submitted electronically by August 17, 2026, at 2:00 PM. The contract will be awarded to the lowest responsive and responsible bidder. The estimated total value for the first year is $18,240. 00. The contractor must provide reference samples and a certificate of analysis. A site visit is available by contacting Tiffany Furman. The contractor must have at least five years of experience and provide client references.
All proposals must be received and registered by August 17, 2026, at 2:00 p. m. Late delivery of materials due to any type of delivery system shall be cause for rejection.
The town agrees to use best efforts to pay for services within thirty 30 days of receiving an invoice, so long as all services provided are sufficiently detailed in the invoice, and that the invoice has filed with the contracting department.
The contract will be awarded to the responsible and responsive bidder offering the lowest price for the first year of the proposed contract.
Each bidder must demonstrate a minimum of five 5 years experience providing services described herein and provide a list of all municipal contracts performed for the last five years including contact names and telephone numbers.
The town of north andover will not be charged late fees unless payment is not made within sixty 60 days of the receipt of invoice.

Upon the awarding of the contract, the contractor shall provide reference samples of the vgac material. The contractor shall submit a guaranteed certificate of analysis that the material to be purchased and shipped is equal in quality to the reference sample. A composite reference sample is required ten 10 days prior to shipment of the vgac. A second sample post delivery will be analyzed as well.

Modifications to the body of the IFB, scope of work, terms and conditions, or which change the intent of this IFB are prohibited and may disqualify a response. Negative references will result in rejection of the bid.
