The Town of Apple Valley is seeking proposals for a Municipal Facilities LED Lighting Retrofit Project. The project involves design, procurement, and installation of LED lighting at multiple town facilities to improve energy efficiency and reduce operating costs. A mandatory pre-proposal meeting and site walk will be held on June 23, 2026. Proposals are due by 10:00 AM on July 7, 2026. Contractors must be registered with the California Department of Industrial Relations (DIR) if the contract exceeds $25,000. Prevailing wages may apply. The project is coordinated with the Inland Regional Energy Network (I-REN) Cash for Kilowatts program.

If the work is scheduled for completion in 30 calendar days or less, payment will be made upon completion and approval. For work scheduled for more than 30 days, monthly progress payments will be made based on submitted applications. own will pay contractor on a monthly basis as provided for herein.

Proposals will be evaluated based on licensing, conflict of interest, clarity and conformance to RFP, content, proposer's experience, team members' experience, fee proposal, reference comments, exceptions/deviations, and litigation history. he town will evaluate proposals based on the following criteria: a. the proposer is properly licensed to practice in the state of california.
Proposers must be licensed to practice in California, have no conflicts of interest, demonstrate experience and technical competence, and provide evidence of fiscal stability. proposer must have at least four 4 years experience in providing the required scope of services for public clients.
Contractors and subcontractors may forfeit penalties for failing to pay prevailing wages or for non-compliance with labor code provisions. Liquidated damages may apply for delays. contractor shall forfeit a penalty of **** per worker for each day that each worker is permitted to work more than eight 8 hours in any one calendar day
Attendance at a mandatory pre-proposal meeting, which includes a site walk, is required. failure to attend this meeting will preclude a proposer from submitting a proposal.
Protests based on RFP content must be submitted 10 calendar days prior to the proposal deadline. Protests of contract awards must be filed within five business days after notification. protests based on the content of the rfp shall be submitted to the town no later than ten 10 calendar days prior to the scheduled proposal submittal deadline.
Proposals may be rejected for deviations from the RFP, failure to attend the mandatory pre-proposal meeting, non-responsiveness, or if the proposer has a history of litigation or other performance issues. a proposal may be considered nonresponsive if conditional, incomplete, or if it contains alterations of form, additions not called for, or other irregularities
