The City of Laredo is seeking proposals for Risk Liability Coverage for its detoxification facility, Roots Recovery Center. Proposals must be submitted electronically via Citebid or in person by July 2, 2026, 5:00 PM CT. Mailed, telegraphic, email, or facsimile bids will not be considered. Bids will be opened on July 6, 2026, at 10:00 AM CT. The award will be based on best value. Local vendors receive a 5% preference. Insurance requirements include commercial general liability, professional liability, automobile liability, and umbrella/excess liability with specific limits and endorsements. Agents must have at least 10 years in business and agents' errors and omissions insurance. Insurers with an AM Best rating of A:VII or higher will receive favorable consideration.

Invoices to the City of Laredo have a 30-day term from receipt of supplies or completion of services. Discount terms are computed from the date of receipt and acceptance of supplies or services.
The contract will be awarded based on best value criteria, considering evaluated criteria, price, and other factors.
Agents must have at least ten years in business and agents' errors and omissions insurance with a limit of at least $1,000,000 per occurrence. Insurers with an AM Best rating of at least A:VII will receive more favorable consideration.
For solicitations valued over $50,000, bidders have ten calendar days prior to the city council's formal consideration of the contract to submit a written protest.
Proposals may be rejected if the vendor misstates or conceals material facts, the proposal does not conform to requirements, the vendor is in arrears on contracts or taxes, or if proposals are conditional. Violation of the no-contact provision with city officials may lead to disqualification.
