All bids must be received by the bid deadline, March 24, 2026, at 2:00pm EST.

Payments will be made by certified check or postal money order made payable to the US Treasury, and shall be received by the MCB CAMLEJ QRP office no longer than fifteen 15 days, excluding holidays, from the date of the invoice for no less than the amount invoiced. The buyer is required to make a 20% deposit by certified or company check made payable to the U. S. Treasury prior to pick up of the material. Payment must be made within fifteen 15 days upon receipt of the invoice.

Award will be given to the highest responsive and responsible bidder. When two or more highest bids are equal in all respects, award shall be made by drawing, limited to the highest equal bids.

The buyer must be a United States citizen and eligible to obtain a department of state, department of commerce, or office of foreign assets control export license. The buyer is required to report suspected instances involving fraud and abuse, theft or violation of the arms export control act, illicit diversion of U. S. export controlled technology, or other violations of U. S. export laws and regulations involving DOD programs and operations.

MCB CAMLEJ QRP may terminate this agreement in whole or in part for failure of the successful bidder to perform any of its obligations under the agreement. Upon default, successful bidder shall lose all rights, title, and interest in the property. Successful bidders who are terminated for default may be referred recommended for debarment from purchasing any MCB CAMLEJ QRP commodities.

Buyers are cautioned that articles or substances of a dangerous nature may remain in the property. All transportation personnel shall obtain access to the installation by obtaining a one day pass from the base pass and identification office. Drivers must show a valid driver's license, registration and proof of insurance. A Real ID is highly preferred, if not, they need to possess 3 forms of ID: driver's license, passport, TWIC card, SS card, or birth certificate.

MCB Camp Lejeune QRP may terminate this agreement in whole or in part for failure of the successful bidder to perform any of its obligations under the agreement. Upon default, successful bidder shall lose all rights, title, and interest in the property. If a successful bidder removed part of a commodity but fails to remove the remainder within the time specified for removal, the agreement will be terminated for default in part and the successful bidder will not be entitled to a refund of any portion of the price paid, including deposit, for said commodity. Successful bidders who are terminated for default may be referred recommended for debarment from purchasing any MCB Camp Lejeune QRP commodities.

The bid notice states that proposals must be hand-delivered to the board secretary prior to the commencement of the meeting at 1:00 p. m. CDT on Wednesday, February 11, 2026. Any proposal delivered before 12:45 p. m. CDT on Wednesday, February 11, 2026, must be delivered to the purchasing department office.

The bid notice states that all warranties shall begin from the day of vehicle delivery and includes a bumper-to-bumper warranty for 3 years/36,000 miles, a powertrain warranty for 5 years/100,000 miles, roadside assistance for 5 years/60,000 miles, and corrosion perforation for 5 years/unlimited miles.

The bid notice states that the award shall be made to the responsive and responsible offeror whose proposal is determined, in writing, to be the most advantageous to the city, taking into consideration price and the evaluation criteria set forth in this request for proposals.

The bid notice states that in determining whether a vendor is responsible, the following factors will be considered: the ability and capacity of the vendor to provide the service, the integrity, character, and reputation of the vendor, and the competency and experience of the vendor.

The successful bidder shall begin furnishing materials within 2-6 weeks delivery time.

All warranty work must be completed at customers location. Labor must be warrantied covering the life of the manufacturers warranty on purchased items. Labor on all installation must be warrantied for the nontransferable life of the vehicle.

The city of Guntersville reserves the right to accept andor reject any andor all bids.

Bidders are required to use this invitation for bids. Failure to do so will be cause for rejection of bid.

The city of Guntersville reserves the right to negotiate with another bidder for the bid item if not supplied within the 2 6 weeks.
