Solicitation for 18 rewind machine, mk1, m: line **** (NSN ****). Delivery to W1A8 DLA Distribution. Quotes must be submitted electronically. Digitized drawings and military specifications are available electronically. All responsible sources may submit a quote.

This is a request for quotations for the repair of a secondary prop motor (SPM FFP). The repair must be performed in accordance with specific instructions (Refurbishment Instruction no ****, Rev J, Chg 5). The contract will be a Do rated order certified for national defense use under the Defense Priorities and Allocations System (DPAS). The terms and conditions of a Basic Ordering Agreement (****) will apply. The government will evaluate offers based on best value, with price as a secondary factor. Delivery is required within 365 days of the order. The highest level of security required is confidential. Additional documents are required (Exhibit A, Attachment A, Attachment B). The offeror must supply a unit price for each option item. The contracting officer reserves the right to exercise the option quantity within 180 days of the effective date of the contract award. The contractor will provide the same delivery time and price listed in the schedule. A modification will be completed at the time the option is exercised and all current contract terms and conditions will apply to the option quantity. The government requires delivery to be made according to the following schedule: required delivery schedule contracting officer insert specific details after receipt of order within days 365 after date. The government will evaluate equally, as regards time of delivery, offers that propose delivery of each quantity within the applicable delivery period specified above. Offers that propose delivery that will not clearly fall within the applicable required delivery period specified above, will be considered nonresponsive and rejected. The government reserves the right to award under either the required delivery schedule or the proposed delivery schedule, when an offeror offers an earlier delivery schedule than required above. If the offeror proposes no other delivery schedule, the required delivery schedule above will apply. Attention is directed to the contract award provision of the solicitation that provides that a written award or acceptance of offer mailed, or otherwise furnished to the successful offeror, results in a binding contract. The government will mail or otherwise furnish to the offeror an award or notice of award not later than the day award is dated. Therefore, the offeror should compute the time available for performance beginning with the actual date of award, rather than the date the written notice of award is received from the contracting officer through the ordinary mails. However, the government will evaluate an offer that proposes delivery based on the contractors date of receipt of the contract or notice of award by adding 1 five calendar days for delivery of the award through the ordinary mails, or 2 one working day if the solicitation states that the contract or notice of award will be transmitted electronically. The term working day excludes weekends and U. S. federal holidays. If, as so computed, the offered delivery date is later than the required delivery date, the offer will be considered nonresponsive and rejected.
