Mr. William Parsons is the only source reasonably available to complete the requirement due to current involvement in the NADP/NTN program and in atmospheric deposition and air quality monitoring and research.
Operation requires weekly site visits to the site to collect, process, and ship the precipitation sample, collect, process and transmit associated data with the site including the precipitation gauge record and perform routine instrument checks, maintenance and repairs as needed.
The acquisition is to provide atmospheric deposition station operation services for a cooperatively supported station between the USGS, the site owner, and operator in support of the interagency National Atmospheric Deposition Program, National Trends Network (NADP/NTN). Vendors must provide Delaware licenses and/or certifications necessary to perform services, responses to the RFP scope of work, complete all appropriate attachments and forms, and provide proof of insurance.
The State of Delaware may include in the final contract liquidated damages provisions for non-performance.
A mandatory prebid meeting has not been established for this request for proposal.
All unresolved issues should be addressed in the proposal. Protests based on any omission or error, or on the content of the solicitation, will be disallowed if these faults have not been brought to the attention of the designated contact, in writing, at least ten (10) calendar days prior to the time set for opening of the proposals.
