Middlesex County Utilities Authority (MCUA) is seeking qualifications for various legal counsel services for 2027. Submissions are due by August 21, 2026, at 12:00 PM EST, electronically via BidNet Direct. Firms must demonstrate at least 10 years of experience in specific legal areas relevant to public entities, wastewater, and landfill operations. Minimum qualifications include admission to the New Jersey bar, multidisciplinary law practice, and experience with public contracts, construction, labor, environmental, and public finance law. Respondents must also meet insurance and indemnification requirements. Evaluation will be based on the qualifications and experience of both the individuals and the firm.
Qualifications must be submitted electronically via the BidNet Direct platform no later than 12:00 PM, noon, prevailing time on August 21, 2026.
Submissions will be evaluated based on the qualifications and experience of the individuals who will perform the services, and the qualifications and experience of the firm, including the quality of similar services provided to others relative to performance, and ability to complete the work in accordance with the clients schedule.
Respondents are required to provide documentation demonstrating their experience for each of the services that the respondent requests to be qualified for. Minimum qualifications include admission to the New Jersey bar for a minimum of ten 10 years, a multidisciplinary law practice in civil matters for a minimum of ten 10 years, and experience representing New Jersey public entities.
Responses which, in the judgment of the MCUA, fail to meet the requirements of the RFQ or which are in any way conditional, incomplete, obscure, contain additions or deletions from requested information, or contain errors may be rejected.
