The objective of the project is to complete the IT infrastructure transition with minimal operational risk, no incidents, and in the shortest time possible, ensuring continuity of services and operational readiness by the end of July 2026.
Payments are predicated upon successful completion of each project phase and written approval by the state of the described tasks and deliverables. Payments will be made to the contractor after the state approves in writing the work performed and the submitted invoice. The state will make every reasonable effort to make payments within thirty 30 calendar days of an approved invoice.
The proposer with the highest overall score will be recommended for award. The evaluation will be based on company background and experience, approach and methodology, proposed staff qualifications, oral discussions and presentation, Louisiana Veteran and/or Hudson Initiative participation, and cost.
Proposers must meet mandatory qualifications, including being a strategic consulting information technology firm, systems integrator, or Salesforce implementation firm with five or more years of experience implementing enterprise CRM, case management, grants management, or comparable workflow platforms, including experience with Salesforce.
If the contractor fails to perform in accordance with the terms and conditions of this contract, or if any lien or claim for damages, penalties, costs and the like is asserted by or against the state, then, upon notice to the contractor, the state may pursue all remedies available to it at law or equity.
Any person aggrieved by the proposed award has the right to submit a protest in writing to the LED appointing authority, or their designee, within fourteen 14 calendar days after the agency issues a notice of intent to award a contract.
Any bidder, proposer, or state contractor who violates the blackout period may be liable to the state in damages and/or subject to any other remedy allowed by law. The state reserves the right to reject the response of the proposer if the certification regarding discriminatory boycotts of Israel or discrimination against firearm and ammunition industries is subsequently determined to be false.
