The Denver Regional Council of Governments (DRCOG) is seeking proposals for a feasibility study to assess options for a bike and pedestrian crossing of 6th Avenue in Lakewood, Colorado. The study aims to improve mobility and connectivity between the North Alameda and Two Creeks neighborhoods, which are currently divided by the freeway. The project emphasizes community engagement with underserved populations and equity-focused approaches. Key deliverables include an existing conditions analysis, community and stakeholder engagement, development and evaluation of alternatives, and a final implementation plan with schematic designs and cost estimates. Proposals are due by June 18, 2026.
The deadline for proposal submittals is June 18, 2026, by 5:00 PM Mountain Time.
Allowable costs under any contract will be administered in accordance with Exhibit A of the solicitation, which outlines principles for determining costs applicable to contracts with DRCOG.
Proposals will be evaluated based on experience and capability, management qualifications, cost information, references, contract and insurance compliance, Colorado law for persons with disability compliance, and project understanding and approach.
Respondents shall submit written documentation of their qualifications and experience relevant to multimodal planning and engineering, particularly related to safe routes for cyclists and pedestrians, experience with overpasses or underpasses, and community engagement with underserved populations.
The first project management team meeting may be held in person and can be accompanied by a site visit to the study area.
