Deliverables for DT phase 1 are due within 9 months after OTA award, with a test stand required within 12 months. Training is approximately 12 months after OTA award. Deliverables for DT phase 2 are due within 90 days after option execution. Deliverables for OT phase are due within 3 months after the start of DT phase 2.

The government may withhold a portion of the related payment until the Primary Agreement Holder (PAH) submits and the government accepts corrective action and closes a Request for Variance (RFV). Payment will resume upon government acceptance of corrective actions.

All preproposals will be evaluated based on best value to the government. Technical performance will be more important than pricing, which is equal to project management, which is more important than subcontractor management.

Preproposals should include a description of the relevant technology, scope of effort, proposer's qualifications, TRL, and anticipated costs. Vendors receiving a request for full preproposal will need to provide technical data, production plans, quality assurance plans, configuration management processes, and sustainment concepts.

Vendor participation is anticipated to consist of no more than three personnel onsite in Yuma, AZ for two working days for DT phase 1 and 2. For the OT phase, vendor participation is anticipated to consist of no more than three personnel onsite in Fort Bragg, NC for two working days.
