Potential sources shall be capable of furnishing all labor, materials, facilities and equipment required to accomplish the new manufacture of the item s. Generally, this entails the procurement manufacture of component parts, inspection, testing, preservation packaging, and shipping. Additionally, potential sources may be responsible for supply chain management, logistics planning, forecasting production requirements, long lead time parts procurement, diminishing manufacturing sources and material shortage issues, and shipping serviceable assets.

The estimated annual quantity is 80 each.

The delivery deadline for the base task item **** (testing of 200 human subjects) is September 14, 2027, and for item **** (test rig development and support) is also September 14, 2027. Optional tasks and option periods have different deadlines as specified in the Statement of Work.

The bid notice states that payment will be made monthly, with 1/12th of the value paid monthly for severable services. For time and materials, payment is based on actual hours worked and materials incurred. The government shall use electronic funds transfer to the maximum extent possible when making payments.

The government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The technical factors are more important than price.

The contractor must demonstrate experience and proficiency in conducting human participant testing and surveys, securing participant personally identifiable information (PII), obtaining and managing IRB protocols, using calipers to record facehead anthropometric measurements, performing participant respirator fit testing, and administering survey questions to study participants. The contractor must also demonstrate experience with data analysis of human anthropometric data and report writing.
