Parking Meter Government Bids & RFPs

Proposals must be received by the City Clerk's Office by 1:00 p. m. MST on July 17, 2026.

The City agrees to pay the contractor for the work described in the scope of services. Any alteration or deviation involving extra costs will be executed only upon written request by the City to the contractor and will become an extra charge over and above the contract amount. The parties must agree upon any extra charges in writing.

Contractor warrants that the services will be performed in a professional and workmanlike manner consistent with industry standards and that the parking management system will substantially conform to the specifications. Contractor further warrants all hardware for a minimum period of one year from acceptance.

The City may select a lower scoring proposal if the City determines that it provides the best overall value or better serves the City's needs. Scoring is for City decision-making purposes only; the highest total score does not guarantee selection.

Vendors must describe relevant municipal parking management experience, comparable implementations, customer support structure, staffing, subcontractors, and references. They must also include the comparable municipal parking client or service location nearest to Great Falls, Montana.

The City may terminate all agreements without penalty should provider uptime fall below 99. 4% or equal to 22 hours of downtime for any given quarter. The City may also terminate without penalty if a known critical software deficiency extends beyond a 72-hour period without resolution.

Submitters may request to schedule an optional meeting or site visit with City staff prior to 5:00 p. m. MST on July 3, 2026, for the limited purpose of observing the City's existing parking program, facilities, operations, and service areas. Participation is not required and will not be scored.

Substantive questions and requests for clarification must be received in writing by 5:00 p. m. MST on July 3, 2026.

Failure to clearly identify exempt information and include the required statement regarding public records may constitute a waiver of any claim of exemption from disclosure, potentially leading to the proposal being released in response to a public records request.

A pre-proposal meeting is scheduled for July 10th, 2026, at 10:30 AM CDT.
