The City of Bristol is seeking proposals from qualified renewable energy developers to build, own, and operate non-residential renewable energy solutions (NRES) solar assets at Bristol Central and Eastern High Schools. Proposals must include a clear explanation of project development efforts, risks, costs, and benefits. Respondents are required to offer a power purchase agreement and revenue share agreement for a period of twenty years. Key information requested includes project description and location, associated costs, impacts on utility costs, recommended contractual arrangements, revenue generation methods, and the process for municipal engagement in land lease or revenue sharing agreements. Proposals must be submitted electronically via www. ***. *. * by June 15, 2026, at 11:00 AM EST. A mandatory site visit is scheduled for June 2, 2026. The selected provider will be responsible for preparing and filing necessary applications, complying with state and eversource requirements, and owning, operating, and maintaining the solar panels at their sole cost and expense. The project involves phased development, with carports as Phase I and rooftop systems as Phase II, accommodating the district's roof replacement schedule. Preferred providers should have extensive experience in similar municipal solar projects, a strong technical approach, and proven ability to perform within budget. Financial information, project details, and a detailed project approach are required. The contract term is expected to be no less than 20 years. An administrative fee to the project administrator, Titangen LLC, is also required, with payment terms outlined in Exhibit A.
The deadline for proposal submission is June 15, 2026, at 11:00 AM EST.
The bid notice does not explicitly detail payment terms for the awarded contract, but it does outline payment terms for the RFP fee to Titangen, LLC: 25% within ten days of NRES award from Eversource and 75% within 10 days of commencement of construction of the system.
The city reserves the right to reject any proposals not deemed to be in the best interest of the city, or to accept that proposal which appears to be in the best interest of the city.
The preferred provider shall have extensive experience and capabilities, past similar project experience, project knowledge of key staff assigned to the city, technical approach to the NRES program, and proven ability to perform the project expectations and remain within budget. Firms shall be capable of meeting the requirements set forth herein.
If the contractor fails to perform or observe any material term or condition of the proposal or contract and such failure continues for thirty 30 days after the contractors receipt of written notice, the city of Bristol may cancel the award contract without liability for cancellation or termination charges.
There will be a mandatory site visit on June 2, 2026, beginning at 2:30 PM at Bristol Central High School, with a site visit immediately following at Bristol Eastern High School.
Respondents who do not honor their proposals for the sixty 60 day or as specified period shall be declared irresponsible respondents. Failure to pay the RFP fee in a timely manner shall constitute an event of default and shall disqualify the selected proposer from this RFP. Failure to include the signed RFP fee agreement with their proposal will result in disqualification.
