The contract will be for a one-year period of performance, starting on the date stated in the notice to proceed and continuing for 12 months. The notice to proceed will establish a date a minimum of ten 10 days from the date of contract award, unless the contractor agrees to an earlier date.

Payments will be made in U. S. dollars to U. S. -based vendors. Offerors must submit a detailed financial proposal. Invoicing requirements include itemized invoices on official letterhead, separated into event management costs and contractor's management fee, supported by original receipts. Payment will be processed within thirty 30 days of receipt of a complete and accurate invoice, contingent upon COR verification of deliverables and satisfactory performance.

The evaluation will be based on a lowest price technically acceptable (LPTA) basis. Proposals must be rated acceptable in all technical areas to be considered for award.

The main contractor must be legally registered, have at least three years of experience in international expert exchange or similar programs, experience with U. S. government contracts, be able to pass risk analysis management (RAM) vetting, and have demonstrated capacity to manage subcontractors.

Vendors who do not provide the requested data for risk analysis management (RAM) vetting within 35 days after being contacted will not be considered for contract awards.

The deadline for response to this request is no later than 10am, EST, 1 June 2026.

The government will evaluate market information to ascertain potential market capacity to: provide services consistent, in scope and scale, with those described in this notice and otherwise anticipated; secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; implement a successful project management plan that includes: compliance with tight program schedules cost containment meeting and tracking performance hiring and retention of key personnel and risk mitigation; and provide services under a performance based service acquisition contract.

The period of performance for this contract is from upon approval to September 29, 2026.
