The City of Laredo is seeking proposals for the design, engineering, construction, operation, and maintenance of solar panel installations across various municipal sites. Proposals are due by October 14, 2025, at 5:00 PM CT. Proposals must be submitted electronically through Citebid or hand-delivered to the City Secretary's Office. The contract will be awarded based on best value criteria. The term of the contract is for five years, with the possibility of one five-year extension. Bonus points will be awarded to qualifying local businesses.

All invoices to the city of laredo have a 30 day term from receipt of supplies or completion of services. Discount terms will be computed from the date of receipt and acceptance of supplies or services. Payment shall be deemed to be made from that date.
The contract will be awarded based on best value criteria as follow and in accordance with the provisions of chapter 252 and 271 of the texas local government code.
Proposers must demonstrate proven expertise in delivering complete solar pv systems, including all aspects of planning, permitting, scheduling, design, and construction.
Failure to meet critical milestones without cause may result in contractual penalties or reassignment of project sites.
Any request for clarification or additional information must be submitted in writing through email or questions responses section on citebid system no later than seven 7 days prior to the scheduled date for opening.
