The Minnesota Department of Human Services is seeking proposals for rehousing assistance to persons experiencing homelessness. The contract term is anticipated to be 21 months, with potential extensions up to 5 years. Proposals are due July 8, 2026. Funding is available through the Emergency Solutions Grant (ESG) program, with an estimated total of $2,412,406. Eligible applicants are local government units or nonprofit corporations registered with the Minnesota Secretary of State. Services may include tenant-based rental assistance, rental arrears, and housing relocation/stabilization services. Reporting is required through the Homeless Management Information System (HMIS). A 1:1 match is required for ESG funds. Proposals will be evaluated on best value.
Proposals must be submitted by Wednesday, July 8, 2026, at 4:00 p. m. Central Time.
Payments shall be made by State promptly after Grantee submits an invoice for services performed and the services have been determined acceptable by State's authorized agent. Invoices shall be submitted in a form prescribed by State, if applicable, and according to the following schedule: each month Grantee shall submit an expenditure report to Enterprise Grant Management System (EGMS) to request reimbursement and report expenditures.
Proposals will be evaluated on best value.
Eligible applicants are organizations that are a local unit of government or an organization registered with the Minnesota Secretary of State as a nonprofit corporation. Tribal governments are not eligible.
Failure to observe the terms and conditions in completion of the proposal is at the responder's risk and may, at the discretion of the state, result in disqualification of the proposal for nonresponsiveness.
Questions submitted by 4:00 p. m. CST on Wednesday, June 24, 2026, will be posted Friday, June 26, 2026.
