This is a combined synopsis solicitation for commercial items for the repair and recoat of floors and walls with chemical resistant epoxy. The procurement is a 100% small business set aside. The period of performance is within 3 months from the date of award for the base requirement and 12 months for option requirements. Proposals will be evaluated using the lowest price technically acceptable (LPTA) source selection process. All questions must be submitted via email by Friday, May 08, 2026, at 4pm Eastern Time. Firm fixed price proposals must be signed, dated, and received by Wednesday, May 28, 2026, at 4pm Eastern Time. Offerors must be registered in the System for Award Management (SAM) database. Proposals shall be submitted in two volumes: Volume I (Technical Proposal) with a 5-page limit, and Volume II (Price Proposal) with unlimited pages. A formal site visit is scheduled for May 07, 2026, at 10:00 am local time, but attendance is not mandatory. Strict security access requirements are in place for the site visit.

The contract will be awarded to the lowest priced technically acceptable (LPTA) offeror, where price will be the determining factor for proposals rated as acceptable for the non-cost factors (technical approach and experience).
Offerors must be registered in the System for Award Management (SAM) database. For technical evaluation, the offeror's proposal shall adequately describe and present a clear understanding of the requirements specified in the Performance Work Statement (PWS) (Factor 1: Technical Approach). The contractor shall demonstrate the ability to repair and recoat floors and walls with chemical resistant epoxy, with recent experience within five years, including previous government contracts (Factor 2: Experience).
A formal site visit is scheduled for May 07, 2026, at 10:00 am local time at **** Ricketts Point Road, ****, Aberdeen Proving Ground, MD **** are strongly encouraged to attend, however, attendance is not mandatory for proposal submission. Strict adherence to security access requirements is mandatory for all site visit attendees.
