Dutchess County is seeking proposals for the operation of scattered site code blue warming centers. The centers must be available 7 days a week during the code blue season (October-April). Proposals are due August 20, 2026, at 2:00 PM. The county expects to award contracts ranging from $100,000 to $350,000. Services include providing a safe, clean, and supervised rest area, light refreshments, and restroom access. Transportation services are also required. Facilities must be ADA compliant and accessible. Award will be based on cost, organizational experience, program design, facility readiness, performance measurement, staffing, and collaboration. Organizations eligible to apply for funding under this initiative are limited to tax exempt organizations under IRS section 501c 3 incorporated by the proposal due date providing services to Dutchess County residents.
