Proposals will be evaluated based on account management, claims administration, technical and reporting capabilities, fee structure, and underwriting and renewal process. The responsive and responsible proposers with the highest scores may be selected as short listed finalists.

Proposers must be responsible and submit responsive proposals, demonstrating competence, qualifications, financial resources, and adequate facilities and personnel. Responsible proposer means a proposer who submits a proposal and who has furnished, when required, information and data to prove that on the basis of demonstrated competence and qualifications, its financial resources, production and service facilities, personnel, service reputation and experience are adequate to satisfactorily perform the services or provide items of tangible personal property described in the proposal.

Protest of contract award must be submitted in writing within ten 10 calendar days after Central Health notifies proposers of a contract award. Protest deadline see section ii. a. 11

Contacting individual Central Health board members, executive team leaders, or staff regarding the solicitation may result in disqualification. Failure to respond timely to requests may also be grounds for invalidating a bid. Such contact may result in disqualification of the proposer initiating the contact.
