Stop Loss Government Bids & RFPs

Proposals are due by July 7, 2026, at 11:00 AM Eastern Time.

WCPS standard payment terms are net 30.

All services will be performed by qualified personnel in a professional manner consistent with industry standards and in accordance with the terms and conditions set forth in the agreement. Issues brought forth by WCPS will be addressed as soon as possible, generally within 24 hours.

The basis of award shall be the lowest responsible bidder submitting a responsive bid that conforms to the specifications, with consideration given to quantities, time required for delivery, purpose, competency, responsibility, ability to perform satisfactory service, and the plan for utilization of minority contractors.

Bidders may be required, before the awarding of a contract, to show to the complete satisfaction of WCPS that they have the necessary facilities, ability, and financial resources to execute the contract in a satisfactory manner, and within the time specified. Bidders may be required to demonstrate they have the necessary experience, history, and references to assure WCPS of their qualifications.

The selected vendors may be held responsible for liquidated damages resulting from performance failures, along with any associated damages incurred by WCPS. If WCPS decides to terminate the contract early due to performance deficiencies that fall short of the standards outlined in the RFP, the vendor will not require WCPS to pay the remaining fees for the duration of the contract.

Any company objecting to the bid procedure or the recommendation for award has five (5) business days following the date of award by the Board of Education to file a written protest with the Superintendent of Schools.

Bids may be rejected for reasons including failure to provide requested information, failure to respond to requests, failure to follow instructions, collusion, lack of responsibility, not meeting bid specifications, or insufficient experience or qualifications.

The contract will begin on October 1, 2026.

Proposals must be received by June 15, 2026, at 02:00 PM CT. Any proposal received later than the specified time is disqualified.

The district will evaluate proposals based on experience and qualifications (20 points), approach and methodology, quality of goods/services, and extent to which goods/services meet needs (30 points), reputation (10 points), past relationship (10 points), and purchase price (40 points), totaling 100 points. The district is not committed to purchasing on price alone.

Proposers must be qualified firms with demonstrated experience serving public sector employers, preferably Texas school districts, and possess financial stability, operational capacity, and expertise.

Failure by the proposer to make reasonable progress may entitle the district to seek services from alternate sources and seek reimbursement for amounts paid over the contract price. Failure to fully comply with contract terms may constitute grounds for default.

Proposals received after the deadline, incomplete required forms, or failure to respond to the entire scope of service may result in disqualification.
