The deep cleanings are to take place beginning anytime between August 3 - August 14, 2026, and during the holiday break at the end of December 2026.

The standard payment terms are Net 30 days, with early payment terms also listed.

Every unit delivered must be guaranteed against faulty material and workmanship for a period of at least one year from the date of delivery. If faults develop during this period, the successful bidder agrees to replace the unit, or the part affected, without cost to the school district.

Awards will be made to the lowest responsible bidder, taking into consideration the reliability of the bidder, the quality of the materials, equipment, or supplies to be furnished, their conformity with the specifications, the purposes for which required, and the terms of delivery.

All bidders must document three or more years in the business of providing cleanout and transparent of grease traps and associated plumbing. All technicians assigned to the contract must have a minimum of one year paid experience.

If the successful bidder fails to deliver as ordered, or within the time specified, or within a reasonable time, or fails to make replacement of rejected articles, the school district may purchase from other sources and the successful bidder agrees to reimburse the school district promptly for excess costs occasioned by such purchases.

A site visit is recommended and vendors are to schedule with Wendy Vergamini if they will be needing a site visit.

The school district reserves the right to request a representative sample of the item quoted upon either prior to the award or before shipment is made. If the sample is not in accordance with the requirements of the specification, the school district may reject the bid or cancel the contract.

Questions related to bid documents should be directed in writing no later than five 5 business days prior to the bid opening date and time.

Monroe 2-Orleans BOCES reserves the right to reject any bid not following the bid instructions or not meeting the specifications and general conditions.

The response deadline for this IFB is May 21, 2026, at 10:30 AM Central Time. The anticipated contract start date is June 01, 2026.

The bid notice states that HHSC system agency will make contract payments in accordance with chapter **** of the Texas Government Code, commonly known as the Texas Prompt Payment Act. Invoices must include the contract or purchase order number and describe the work completed in detail. Payment will be made based on the pricing provided on Exhibit C Pricing Sheet, and services must be satisfactorily performed before invoice approval.

The bid notice states that HHSC shall not be obligated to select the bidder with the lowest price but shall make an award to the bidder who provides the best value to the state of Texas. All responses will be evaluated according to the following criteria: bidder meeting or exceeding the requirements and specifications in accordance with this IFB, bidders ability to meet performance delivery requirements, and price.

The bid notice mentions minimum experience and qualification requirements for the contractor and their personnel, and that bidders shall submit documentation of experience and qualifications with their response if requested in Exhibit C Pricing Sheet. It also states that responses will be evaluated based on the bidder's demonstrated experience and ability to provide services and related goods, as well as financial capability and solvency.

The bid notice mentions that failure to comply with requirements may result in disqualification of the response, delayed payment or nonpayment, termination of the contract with cause, or other remedies. It also states that any vendor or contractor that violates provisions of Title 1 TAC, Part 15, Chapter 391, Subchapter D may be barred from receiving future contracts or have an existing contract canceled.

The bid notice states that Texas Administrative Code, Title 1, Part 15, Chapter 391, Subchapter C provides a formal protest procedure to be used by any bidder who is allegedly aggrieved in connection with the IFB, evaluation, or award of a contract by HHSC.
