The contractor shall attend the post award conference. Key personnel include Site Manager, Alternate Site Manager, and Fuels Manager. The contractor shall provide a standard uniform for all contractor and subcontractor employees. Contractor travel requires government approval from the COR prior to travel. The contractor will be responsible for the direct payment of utilities. The government has unlimited rights to all documents/material produced under this contract. The contractor shall not post information to public websites or social media without government consent. The contractor shall enter contractor employees and subcontractor employees into the SPOT database. The contractor shall collect a DNA record for all U. S. citizen contractor and subcontractor personnel traveling to the USSOUTHCOM AOR. Contractor shall ensure that all contractor employees and subcontractor employees are medically, dentally, and psychologically fit for performance of their duties.
The period of performance is for one base period of 6 months and four 12-month option periods, with specific dates for each period ranging from July 30, 2026, to January 29, 2031.
The government anticipates the award of a firm fixed price contract. Reimbursement for Other Direct Costs (ODC) shall be limited to actual payments made for specified items, with receipts or invoices submitted monthly. Costs for repair or replacement of incidental property shall be reimbursed under the CAP equipment CLIN.
Minimum qualifications for Site Manager and Alternate Site Manager include U. S. citizenship with a minimum of seven years of experience in a supervisory management capacity, a minimum of four years of background experience in facility equipment maintenance and base operations support, and bilingual proficiency in English and Spanish. The Fuels Manager requires a minimum of six years of background experience in aviation fuel servicing, bulk fuel receipt, petroleum distribution, quality surveillance, and accounting.
The contractor's failure to comply with certain requirements, such as security provisions, may result in remedies including requiring the contractor to remove an employee from performance of the contract.
