The proposal due date is August 19th, 2026, at 12:00 PM PST.

Proposals will be evaluated based on administrative proposal, technical proposal, value-added services, and price.

Proposers must demonstrate at least five years of experience in large-scale system integration projects, preferably within Medicaid or other public health systems, and have successfully completed at least one project of similar scope and complexity within the last five years.

A pre-proposal conference will not be held.

Protests to the RFP must be received by the due date and time identified in the schedule. Protests to an amendment must be received by the due date identified in the amendment.

Agencies may reject a proposal if the proposer fails to substantially comply with RFP procedures, has delinquent debt owed to the state, fails to meet responsibility requirements, or makes inappropriate contact with state representatives.

The RFQ was released on July 31, 2026, and quotes are due by August 31, 2026, at 11:00 am ET. Technical demonstrations are scheduled for September, with an anticipated award date in October.

USAC will award a single contract to the responsible offeror whose offer conforming to the solicitation will be most advantageous to USAC, price and other factors considered. The evaluation factors are technical, experience and past performance, and price.

Offerors must be authorized sellers/partners/resellers capable of providing the required products/services. They must also have an active registration in www. ***. *. * at the time of quote submission and contract award.

Failure to participate in a required technical demonstration will result in disqualification. Quotes exceeding page limits will be considered technically unacceptable.

Proposals are due by 2:00 PM MDT, August 26th, 2026.

Proposals will be evaluated based on technical approach architecture (30%), firm experience qualifications (25%), user experience audience understanding (15%), CMS usability content management (10%), implementation support (10%), and cost proposal (10%).

Vendors must be qualified and experienced in website design, CMS development, and Tessitura integration, with a demonstrated ability to deliver projects of similar scope and complexity. Experience with performing arts or cultural organizations is a plus.

A non-mandatory pre-bid meeting will be held virtually on Microsoft Teams on Wednesday, August 12th, from 1:00 to 2:00 PM MDT.

The city reserves the right to reject any or all proposals or accept what is in its best interest. Late submittals or proposals with technical defects or irregularities may be waived.

Responses to this RFI must be submitted no later than 3:00 p. m. Eastern Time (ET) on August 18, 2026.

Respondents should describe accounting and billing practices for invoicing parties based on actions such as storage, downloading, or using compute services, and explain if billing can be separated by action and how fees can be tracked and allocated, including options for the government to bear all or part of the costs.

Respondents should discuss their capabilities to provide the services of experienced program management, communications, business operations, and acquisition and financial management support personnel.

Failure to respond to this RFI will not preclude participation in any future solicitation.

The delivery time is twelve 12 months after receipt of order aro.

The scope includes warranty and maintenance provisions.

The terms and conditions may include penalties for noncompliance or delayed delivery.
