Proposals shall be mailed, postmarked by the United States Postal Service (USPS) on or before May 29, 2026, and received no later than 10 calendar days from the submittal deadline. Proposals mailed via private mail services such as FedEx or UPS must be physically received by 4:30 p. m. , HST on May 29, 2026, not postmarked. Any proposal postmarked or hand delivered after the submittal deadline shall be considered late and rejected.
The state agrees to pay the service provider the total sum not to exceed $700,**** for the initial twenty-four month contract period, subject to the availability of funds. DCR will only pay for services rendered and for completed sessions. Invoices shall be itemized by the name of each adult male offender, date of each reimbursable session, and reference the contract number. A valid certificate of vendor compliance from Hawaii Compliance Express must accompany the invoice for final payment.
The evaluation of proposals will be conducted in three phases: Phase 1 (Evaluation of Proposal Requirements), Phase 2 (Evaluation of Proposal Application), and Phase 3 (Recommendation for Award). The evaluation criteria include administrative requirements, program overview, experience and capability, project organization and staffing, service delivery, and financial aspects, with a total possible score of 100 points.
Service providers shall have licenses and certificates as applicable, operate in accordance with DCR rules, and monitor offender behavior. They must comply with Chapter 103f, HRS, cost principles, and submit operating policies and procedures. Staff must have tuberculosis clearance and be trained in first aid and CPR. Providers must be a profit corporation or a nonprofit organization exempt from federal income tax, with governing boards having no material conflict of interest. They must incorporate best practices and have a written disaster preparedness plan. Staff and volunteers must be supervised and trained in confidentiality issues, and comply with Prison Rape Elimination Act (PREA) standards.
Pursuant to HRS **** and HAR chapter 148, an applicant aggrieved by an award of a contract may file a protest within five working days of the postmark of the notice of findings and decision.
The total estimated funding for this contract is $700,**** for the initial twenty-four month period.
