Required delivery is 60 days AROA (After Receipt of Order).

Award will be made on a lowest price technically acceptable (LPTA) basis to the responsible quoter whose conforming quotation is rated technically acceptable and offers the lowest evaluated price.

Offerors must be registered with SAM. gov. The requirement is a small business set aside, and the offeror must qualify under the applicable FAR part 19 notice clause.

Any false or misleading information submitted by an enterprise when submitting an offer in consideration of an award set aside under the authority of the Buy Indian Act is a violation of the law and punishable under 18 ****.

Electronic submittals for the Statement of Qualifications and the proposal are due via SecureBids no later than August 3, 2026, at 11:45 PM. The project completion is scheduled for May 1, 2028.

The district will make tenant improvement payments during construction and lease payments over a twelve-month period after project completion. Lease payments are anticipated to be no more than 5% of the Guaranteed Project Cost.

The district will evaluate proposals based on a best value determination process, considering financial strength, management, expertise, proposed schedule, budget adherence, and proven track record.

Contractors must be prequalified, hold a Class B contractors license, and have completed a minimum of 3 California K-12 DSA new track field and modernization projects valued at $25 million or more in the past five years, all of which must be lease-leaseback projects. A staffed office within 75 miles of the district is required.

A contractor may appeal the district's best value determination by submitting a written request for explanation within two business days after receiving notice of the determination.

Attempting to contact persons other than the designated contact, visiting a district site without authorization, or failing to attend the mandatory pre-response meeting may result in disqualification.

The project construction cost is estimated to be between $19 million and $20. 5 million for the track and field project and approximately $9. 1 million for the locker room building and courtyard improvements.
