Bids must be received online via www. ***. *. * by November 13, 2025, at 2:00 PM. A mandatory prebid conference is required. Bidders must have a Louisiana State Contractors License. Job site must be clean daily. All bidders must comply with the requirements stated in the attached standard insurance requirements sheet. Freight charges should be included in total cost when quoting. Completed, signed and properly notarized affidavits are required. The ensuing contract for this bid solicitation may be eligible for FEMA reimbursement andor federal fundingreimbursement.

This is a non-personal services contract for continuous evaluation and vetting of personnel. The contractor must provide personnel, expertise, and management to establish and maintain a vetting cell (CEVC) operating 8 hours/day, 5 days/week. The CEVC will adjudicate and vet non-government, locally employed laborers and workers. The contractor is responsible for all equipment, supplies, and other items necessary to execute the contract, excluding government-furnished property and services. The contract supports the J2 Intelligence and Security Directorate in background investigations for homeland security directives. Key personnel qualifications are detailed, including supervisors and interviewers. Mandatory training requirements are outlined, including pre-deployment training, anti-terrorism, force protection, and security awareness. The government will provide certain facilities and equipment, while the contractor is responsible for other items. A quality control plan (QCP) must be submitted within 30 days of contract award. The government retains the right to request a monitor be precluded from providing services. The contractor must maintain their individual CAC and SIPR tokens. The contractor shall ensure that all contractor employees and subcontractor employees performing services under this contract have been prescreened for employment eligibility using the eVerify program on the Department of Homeland Security website. All contractor employees and subcontractor employees performing services under this contract who have access to a government information system must be registered in the Army Training Certification Tracking System (ATCTS) at commencement of services and must successfully complete the DOD information assurance awareness training prior to access to the information system and then annually thereafter. The contractor shall establish and implement methods of making sure all keys/keycards issued to the contractor by the government are not lost or misplaced and are not used by unauthorized persons. The contractor shall report any occurrences of lost or duplicate keys/key cards to the KO and the COR and physical property manager, if applicable within two 2 hours or the next business day if after hours and to request key or locks replacement. The contractor shall include the substance of the 1. 9. 5 access and general protection policy and procedures section in all subcontracts. The government has unlimited rights to all documents/material produced under this contract. The contractor shall provide signed nondisclosure agreements to the government prior to commencement of work under the contract. The contractor shall not post information to public websites or social media locations, personal or professional, that in any way disclose names, locations, hotel data, participants, discussions, pictures, etc. before, during or after the contract period of performance without the express consent of the government. The contractor shall not cite any information e. g. , contract information, pictures, locations, etc. obtained through this contract on any marketing tools to include its company website. The contractor shall notify the KO immediately whenever it becomes aware that such access or participation may result in any actual or potential organizational conflict of interests (OCI) and shall promptly submit a plan to the KO to avoid or mitigate any such OCI. The contractor shall have personnel on board during the 45 days phase in/phase out periods. The contractor shall complete at level I training within 30 calendar days after contract start date. All contractor employees, including subcontractor employees, who are employed under the contract shall complete at level I awareness training within 30 calendar days after contract start date.
