Proposals must be obtained from the Pueblo County Purchasing Department via email or by appointment. To be eligible to submit a proposal, all proposal documents must be obtained from the pueblo county purchasingdepartment via email at purchasing@pueblocounty. us.

Proposals are due by 3:00 PM local time on Thursday, August 13, 2026.

Contractor shall perform its services with care, skill and diligence in accordance with normally accepted industry standards and shall be responsible for the professional quality, technical accuracy, completeness, and coordination of all reports, designs, drawings, plans, information, specifications and other items and services furnished under this contract. If any failure to meet the foregoing standard of performance appears within one (1) year after the services are accepted by ARRC, contractor shall, at a minimum, reperform the work at no cost to ARRC and shall reimburse ARRC for any additional costs that may be incurred by ARRC or any of its contractors or subcontractors as a result of such substandard work.

The ARRC may award a contract resulting from this solicitation to the responsible offerors whose offer conformance to this solicitation will be most advantageous to the ARRC.

Offeror must have a minimum of 5 years experience providing services similar in scope and size of this project. Offerors will be evaluated based upon their experience, financial stability, appropriate personnel, responsiveness, technical knowledge and general organization.

A preproposal conference will not be held.

A protest based on alleged improprieties or ambiguities in a solicitation must be filed at least 10 days before the due date of the bid or proposal.

Offerors may be disqualified for evidence of collusion, unsatisfactory performance record, appearance of financial instability, failure to complete public contracts, conviction of a crime arising from previous public contracts, or not being authorized to perform work in Alaska.

The government intends to utilize a Highest Technically Rated Offeror (HTRO) methodology for the IDIQ base awards.

Small businesses should provide company name, CAGE code, UEI, address, POC information, small business certifications, socioeconomic categories, and current Eagle task order holder status if applicable.
