The Department of Veterans Affairs (VA) is seeking to award a five-year Indefinite Delivery Indefinite Quantity (IDIQ) contract for wheelchair van services to transport patients in the Philadelphia, PA, NJ, and DE tristate area. Proposals must be submitted by December 12, 2025, to ***@***. *. * contract will be awarded to a certified SDVOSB. The government will evaluate offers based on technical capability, past performance, and price. Technical capability and past performance are significantly more important than price. The contractor must utilize the VetRide vendor portal transportation software. Invoices must be submitted within 30 calendar days of service. The contractor must comply with all reporting requirements and performance standards outlined in the Performance Work Statement (PWS). The contractor must adhere to HIPAA regulations and provide a policy on tuberculosis (TB) exposure and control. The contractor must maintain the confidentiality of all patient information. The contractor must provide a quality control program to ensure all contract requirements are met. The contractor must comply with all federal and VA requirements related to data protection, data encryption, physical data segregation, logical data segregation, classification requirements and media sanitization. The contractor must provide a plan for destruction of all VA data in its possession according to VA directive **** and NIST ****, guidelines for media sanitization prior to termination or completion of this contract. The contractor must store and transmit VA sensitive information in an encrypted form, using VA-approved encryption tools. The contractor must comply with all federal and VA requirements related to data protection, data encryption, physical data segregation, logical data segregation, classification requirements and media sanitization. Proposals must be received by December 18, 2025, at 3 p. m. Lexington, KY time. The university's general terms and conditions apply. Contracts resulting from this RFP must be governed by Kentucky law. Any agreement to restrain competition is prohibited. Offerors must submit contact information to the purchasing officer. All communication regarding this RFP should only be directed to the purchasing officer. Offerors whose proposals are judged acceptable may be required to make a presentation. Proposals must be received by the deadline. Proposals received after the closing date and time will not be considered. The university reserves the right to accept or reject any or all proposals. Any addenda issued by the purchasing agency prior to the time for receiving proposals shall become a part of this RFP. The university will not disclose any portions of the proposals prior to contract award. Offerors are not allowed to communicate about the subject of the RFP with any university staff. Costs for developing the proposals are solely the responsibility of the offerors. All proposals become the property of the university. Offerors may submit alternate proposals. All questions should be submitted by email to the purchasing officer no later than the date listed in section 3. 1. The contract resulting from this RFP shall be effective when all parties have executed and the initial term of the contract shall be two years. The contract will be renewable for up to 3 additional one year renewal periods. The total contract period will not exceed 5 years. The university may terminate the resulting contract without cause with thirty 30 day written notice.
