The contract encompasses the delivery, deployment, sustainment, and enhancement of an internet-based hazardous materials management system (HMMS)
software suite for multiple DOD and other federal agencies. The contractor will provide
software delivery, sustainment, project configuration management, user support training, and documentation reporting. All proposed staff must demonstrate relevant environmental and/or systems expertise, including experience with hazardous materials management systems, HMMS, HMIRS, POP, and HWD, familiarity with relevant regulations (29 CFR, 40 CFR, 49 CFR), DOD IT acquisition experience, security connectivity, and sector familiarity. A kickoff meeting is required within 7 business days of award, with a project management plan, staffing plan, schedule, and integration plan. Bi-weekly status reports, monthly plan of action and milestones (POAM) reports, and monthly service ticket reports are required. The vendor must comply with all relevant security technical implementation guides (STIGs) and support ongoing cybersecurity vulnerability scans, testing, and evaluation. The vendor must also comply with DOD ****, Information Assurance Workforce Improvement Program, and provide documentation supporting the information assurance certification status of personnel performing information assurance functions. The contract has a 12-month base period, starting March 1, 2026, and four 12-month option periods. Invoices are to be submitted electronically through Wide Area Workflow Receipt and Acceptance (WAWFR). The vendor must have their CAGE code activated.
