The government has determined that prices for supplies and fixed-price services under Federal Supply Schedule contracts are fair and reasonable. Because the DoD ESI BPA pricing provides additional discounts from the underlying GSA contract pricing, the DoD ESI BPA pricing is likewise considered fair and reasonable.

The required date of delivery for the items is 140 days after receipt of award. The government requires that all items be delivered in one complete shipment no later than 140 days after receipt of award.

GSA will evaluate quotes and make a best value tradeoff determination based on the evaluation of nonprice factors and price. The nonprice factors, combined, are significantly more important than price. Technical conformance is the most important factor among the nonprice factors. Technical conformance is more important than delivery. As the nonprice evaluation of the quotations ratings becomes more equal, price will become more of a determining factor.

An offeror must be found responsible prior to award of any contract. To determine the offeror responsible the co must find, at a minimum, that the offeror: has or can obtain adequate financial resources to perform a contract has the ability to meet any required or proposed delivery schedules has a satisfactory performance history has a satisfactory record of integrity and proper business ethics has appropriate accounting and operational controls that may include, but are not limited to: production control, property control systems, quality assurance programs, and appropriate safety programs and is qualified and eligible to receive an award under applicable laws or regulations.

If a proposal receives an unacceptable rating under factor 1 or 2 at any time during the evaluation, the proposal will be considered unawardable and removed from consideration.

The evaluation factor is lowest price technically acceptable.

Vendors quoting must be registered to receive purchase orders via EDI or through OMS vendor portal. A vendor meeting all administrative compliance requirements in sections 1-4 as applicable will move forward to the final evaluation factor.
