The City of Dublin is seeking Statements of Qualifications (SOQs) from qualified engineering firms for on-call geology and geotechnical engineering services. These services will be provided for private land development projects and capital improvement program projects. The agreement will be for a three-year term with an option to extend for two additional years. Firms may be selected to enter into a contract, but work is not guaranteed and will be requested on an as-needed basis, paid according to an approved rate schedule. Selected firms will perform services on a time and materials basis, with rates negotiated per project and locked in once a task order is approved. Travel time, mileage, vehicles, and meals are not allowed and should be incorporated into hourly rates. Rate increases are limited to 3% annually and tied to the San Francisco Bay Area Consumer Price Index (CPI). Consultants are advised that this agreement is considered public work and requires payment of prevailing wages. Firms must be registered and qualified to perform public work. The scope of services includes geotechnical peer review, testing, field observations, and environmental sampling/analysis. Performance will be evaluated on responsiveness, timeliness, technical quality, schedule/budget reliability, and safety/professional conduct.
