Cable Removal Biddings - Procurement Opportunities

The tender is for the construction of site infrastructure to support the installation of a new instrument landing system (ILS) for runway 28 at Naval Station Norfolk, Virginia. The contract is an indefinite delivery/indefinite quantity (IDIQ) multiple award construction contract (MACC). The estimated total value is $3,835,**** extended the bid due date to November 8, 2024. Pre-proposal inquiries (PPIs) were addressed, including clarifications on drawings, days referenced, contractor personnel, commissioning, electrical inspectors, fiber optic inspectors, gate guards, utility installations, and other project details. Additional documents, such as specifications, drawings, and general requirements, are attached. Payment procedures, wage determination, and clauses related to liquidated damages, waste reduction, sustainable products, and wide area workflow (WAWF) are also included.

The Naval Air Warfare Center Aircraft Division (NAWCAD) intends to negotiate and award a sole-source contract for specialized aircraft maintenance and repair shop equipment. Boeing is the original equipment designer and developer, and Industrial Automation is the only authorized vendor. Responses to this notice must be submitted by June 15, 2024. All responsible sources may submit a capability statement, proposal, or quotation. A determination not to compete this requirement is within the discretion of the government.

Potential bidders are encouraged to visit the site prior to placing bids. A site visit is scheduled for May 5, 2025, at 10:30 AM. Coordinate with the contracting officer to determine which circuit should be replaced first. Contractor must obtain written approval from the contracting officer that the dam electrical equipment has been transferred to the first circuit, and that work can commence on replacing the second circuit. Power will be deenergized during work hours (10 hrs. /day) but one dam feeder must remain serviceable during non-work hours. Coordination with the COR is required when river flows are expected to reach 40,000 cfs. Work cannot be performed when high-water river flow conditions exceed 40,000 cfs. Contractor must establish an electrically safe work condition, per NFPA-70E, prior to the removal of any cable. Contractor must coordinate the application of lockout devices with the contracting officer. If circuits other than dam feeders 1&2 are required to be deenergized to perform any of the work outlined in the scope of work, the contractor must notify the contracting officer of the need to deenergize additional circuits. The notification should include the name of the circuits that are required to be deenergized and the estimated time duration of the outage. The contractor shall provide a work schedule in writing no longer than 14 days after receiving the notice to proceed. Submit an accident prevention plan (APP) and be in conformance with the Corps of Engineers safety and health requirements manual EM **** (latest edition). Submittals must be approved prior to the installation of any material.
