Fabricating Government Bids & RFPs

Vendors must demonstrate capability to meet technical specifications and provide company profile, technical approach, and past performance.

Sealed proposals and electronic submittals shall be received until August 12, 2026, prior to 3:00 PM. Please allow time to upload required documentation; 24 hours in advance is recommended.

Selection shall be based on the responsible offerors whose proposal is determined to be the most advantageous to the city of Lubbock considering the relative importance of evaluation factors. The following criteria will be used: Price (70 points), Availability (15 points), and Experience and References (15 points).

The contractor shall have verifiable experience successfully performing these services with the City of Lubbock. Vendors must provide a list of relevant, similar projects and verifiable references.

All protests regarding the RFP process must be submitted in writing to the City Director of Purchasing and Contract Management within 5 working days after the protesting party knows of the occurrence of the action which is protested.

Failure to manually sign the proposal will disqualify it. Violation of the antilobbying provision may result in rejection of the offeror's proposal. False certification or failure to notify the Lubbock County Director of Purchasing if placed on the federal governments list of suspended, ineligible or debarred contractors may result in termination of the contract for default.

Deliveries and/or pickups shall be made within five (5) business days after receipt of a release notice. Unless specifically directed otherwise, all services shall be delivered and/or picked up Monday through Friday between the hours of 8:00 a. m. and 2:00 p. m. Payment for goods and/or services shall be made in due course of payments of LBPU D after completion of delivery and acceptance by LBPU D and upon receipt of an invoice from the contractor. Payment will usually be made no more than thirty (30) days after receipt of the invoice. LBPU D will pay said invoice in due course of payments, usually no more than thirty 30 days after receipt of the invoice

Contractor warrants that all services performed under this contract shall be in good working order and shall conform to the contractor's published specifications. Contractor shall guarantee all parts, materials, and labor against failure due to defective material and/or faulty workmanship for a minimum of one (1) year from the date of acceptance. Contractor shall warrant/guarantee all parts, materials and labor done against failure due to defective material and/or faulty workmanship from date of acceptance of the work by LBPU D for a minimum of one 1 year.

The award will be based on the unit prices, percentage discounts given, and in accordance with the provisions of the specification requirements stated herein. Each bidder shall be fully qualified by ability, knowledge, and experience to satisfactorily perform the goods and/or services required. The contractor must have been in business providing welding, machining, and fabrication services for at least the last three (3) years. Failure to respond to emergency service or failure to provide competent responsive service may be cause for termination of the contract or LBPU D may exercise the right to call another company to respond. The expense of this service call shall then be charged to and paid by the contractor.
