This is a Request for Bid (RFB) for Police Mobile Computers. Bids must be sealed and submitted to the Bureau of Purchase and Supplies by 2 PM on June 4, 2026. Emailed or faxed bids are not permitted. The bid includes various components such as rugged tablets, expansion cards, power cables, keyboards, portable MDTs with specific processors and features, RAM, SSDs, displays, operating systems, carrying handles, barcode scanners, cellular modems, and warranties. Delivery is FOB destination and requested ASAP after notice of award. The county reserves the right to reject bids with lengthy delivery schedules. Bidders must be prepared to provide evidence of experience, ability, and financial standing if requested. Awards may be made by individual item, grouped items, or lot. Westchester County uses an EFT payment policy (Vendor Direct). Purchases are not subject to federal, state, and local taxes. All items furnished must comply with applicable federal, state, and county laws. Bidders must comply with Executive Order No. 6 of **** regarding lead-free merchandise. Public work projects are subject to New York State Labor Law, including prevailing wages. Bidders must certify they are not on the list of entities divested from the Iranian energy sector. The county encourages participation by MBE and WBE businesses.
The bid must be submitted by 2 PM on June 4, 2026. Delivery is requested ASAP after notice of award, receipt of purchase order, or authorized calls for delivery, unless otherwise specified.
The county terms of payment are 2 10 net 30. Bidders may offer alternate terms, but these will not be used in award determination.
The bid includes specific warranty items such as 3 year rhino dock plus warranty dock only and 3 year computer warranty.
Awards may be made by individual item, grouped items, or lot. Delivery time may be a factor in determining the winning bidder, and the county reserves the right to reject bids with lengthy delivery schedules.
The bidder must be prepared, if requested, to present evidence of experience, ability and financial standing. If it is found that any of these criteria are not satisfactory, the county may reject bids.
Failure to deliver items or equipment that do not meet county specifications or are not received within the specified delivery time may be cause for cancellation of the order and vendor declared irresponsible. Any additional costs incurred by the county may be charged to the original vendor.
Samples, when required, must be delivered prior to the bid opening and free of charge. Samples will be returned at bidder's expense.
Vendors protesting or disputing bid specifications must do so in writing during the bid opening period prior to the due date to be considered. Such protests must be in the possession of the bureau of purchase and supplies three working days prior to the bids opening.
Failure to complete this bid in its entirety may result in disqualification. Copies obtained from any other source are not considered official documents and will be considered incomplete if missing addenda, if any, resulting in disqualification.
