The Ohio Department of Rehabilitation and Correction (ODRC) is soliciting bids for cable TV services at the Dayton Correctional
Institution. Bids received after the due date and time will not be evaluated. The contract term is from the award date through June 30, 2025, with potential for mutual renewals up to four additional years, contingent on funding appropriations. Offerors must meet all deadlines and requirements outlined in the Invitation to Bid (ITB). Background checks are required for all individuals involved in the project. The cost summary must include pricing for monthly billing of satellite receivers, equipment, service calls, and repairs, as well as warranty information. The service period is from July 1, 2025, to June 30, 2027, with potential for mutual agreement renewals. The bidder must provide a statement of understanding of the needs of the project and affirm ability to complete implementation within the required timeframe. The bidder must also document previous experience and expertise in providing cable TV services in at least 3 facilities similar in size, scope, and nature to ODRC facilities in the past five years. The bidder must also provide notification of necessary licenses, permits, certifications, and accreditations, as applicable to the service. The bidder must comply with state of Ohio contract terms and conditions. The bidder must document ability to provide requested cable TV channels as outlined in the ITB. The bidder must provide company approach to customer service and how to resolve issues, including escalation procedures. The bidder must provide warranty for supplies and/or equipment provided for implementation of services. The bidder must provide the name and title of the project team lead for implementation of services. The bidder must list all fees on the cost summary bid form. Descriptive literature may be required and must be provided within seven calendar days after request notification. Failure to provide the required documents may result in the bidder being deemed not responsive. The contract will be awarded to the lowest responsive and responsible bidder. The estimated cost will be determined by multiplying the unit cost by the estimated usage listed in the bid and then adding each of the totals together to arrive at a total for all items. Failure to bid on all items may result in the bidder being deemed not responsive. Evaluation bids will be evaluated in accordance with article i15 of the instructions to bidders. Additional terms and conditions, including security requirements, independent contractor acknowledgement, contractor training, appropriation of funds, conflict of interest, amendments, waivers, compliance with law, registration with the secretary of state, equal employment opportunity, rights in data, invoice requirements, payment due date and process, general representations and warranties, indemnity, order of priority, public records, data and IT safety security, background checks, expenditure of public funds on offshore services, termination, and other important clauses are included in the document.
