Proposals must be submitted by November 30, 2026, at 3:00 PM MST. The RFP states: proposals due by 3: 00 pm mst november 30, 2026.

The evaluation criteria are weighted: team experience and capabilities 35, project approach and strategy 35, and fee proposal and overall value 30.

Proposers must provide a minimum of three (3) representative municipal or public sector communications projects highlighting mountain region or colorado public client experience and verifiable client references.

Questions must be emailed by November 16, 2026. The RFP states: deadline for written rfp questions november 16, 2026.

Proposals failing to comply with required sections or submission parameters may be disqualified from consideration. Late or faxed submittals will not be accepted.

Payments are based on defined and measurable milestones, not in advance of work performed. The state may hold back up to 25% of contract monies until acceptable performance is demonstrated. The state of Delaware will require a payment schedule based on defined and measurable milestones. payments for services will not be made in advance of work performed.

The vendor must warrant that deliverables function as designed for at least one year from system acceptance, and must correct any issues at its own expense. The vendor will provide a warranty that the deliverables provided pursuant to the contract will function as designed for a period of no less than one 1 year from the date of system acceptance.

The contract is awarded to the vendor whose proposal is most advantageous to the state, considering evaluation factors. The contract shall be awarded to the vendor whose proposal is most advantageous, taking into consideration the evaluation factors set forth in the rfp.

Vendors must provide Delaware licenses/certifications, proof of insurance, and complete all required attachments. Provide delaware licenses andor certifications necessary to perform services as identified in the scope of work.

Protests based on omissions or errors must be brought to the designated contact in writing at least 10 calendar days before proposal opening. protests based on any omission or error, or on the content of the solicitation, will be disallowed if these faults have not been brought to the attention of the designated contact, in writing, at least ten 10 calendar days prior to the time set for opening of the proposals.

Proposals may be rejected for nonconformance, direct contact with state employees, debarment, or failure to submit in required format. failure to submit a proposal in the required format or through the required submission method may result in the proposal being deemed nonresponsive.
