This is a public tender for decorative plaster repairs at the Coronado Performing Arts Center in Rockford, Illinois. The work involves historic plaster restoration, surface cleaning, painting, and replication of historic elements. A mandatory pre-bid meeting will be held on April 6, 2026. Bids are due by April 16, 2026. Questions must be submitted in writing by April 9, 2026. The vendor must have experience in similar work and provide references. The project is scheduled for a 4-week window starting mid-July 2026.
The awarded vendor will have full access to the theatre over an approximate 4-week window beginning mid-July 2026 through mid-August 2026. The vendor shall submit with the bid pricing detailed production and installation schedules. The vendor shall advise the city of Rockford in writing ten 10 working days prior to the start date. Should the vendor be unable to meet the scheduled start date, the city reserves the right to cancel all pending contracts with said vendor.
All invoices shall be submitted within 30 days of completion of work to the City of Rockford Facilities Maintenance Supervisor for review and approval that the work was satisfactorily completed.
Vendor shall provide a one 1 year warranty on all workmanship. Warranty excludes failures caused by building movement, moisture intrusion, vibration, or environmental conditions beyond the contractors control, which are common considerations in historic structures.
The city will award this contract to the lowest responsive and responsible bidder that is able to meet the requirements and criteria set forth in this document. A responsive bidder is able to provide a product or service that conforms in all material respects to the specifications detailed in this document. A responsible bidder is a corporation, company, or person who has the ability in all respects to provide the product or service desired at the highest possible standards of quality.
All workers shall be thoroughly experienced in the particular class of work in which they are employed. Bidders will be expected to provide a minimum of three 3 references that can attest to the contracts performance of the same general type of work as described by this invitation to bid.
The city of Rockford reserves the right to bar vendor from future bidding opportunities with the city if false information is submitted as part vendors bid response or proposal, vendor has committed any violation of law, or vendor fails to comply with the terms and conditions of this contract.
There will be a mandatory prebid meeting held for reviewing the jobsite conditions, the specifications, and other pertinent information regarding the project. The meeting will be held on April 6, 2026 at 1:00pm at Coronado Performing Arts Center, located at 314 North Main Street, Rockford, IL **** will only be accepted from those vendors who attend this mandatory prebid meeting.
Firms wishing to protest bids or awards shall notify the central services manager in writing within seven 7 days after the invitation to bid opening.
