The contractor is responsible for design, construction, equipping, staffing, operation, and maintenance, ensuring compliance with various attachments and standards. The contract requires the contractor to provide all necessary personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and services for the safe, secure, and humane detention of individuals in ICE custody for periods of approximately two weeks or less. The facility and services must guarantee humane treatment, protection from harm, appropriate medical and mental health care, and the rights and protections to which detainees are entitled.

The Fiber Sources and Applications Group requires 2 RFSoC evaluation boards. US citizens are required onsite, foreign nationals require pre-registration 30 days prior to visit.
