The first progress and status report is due quarterly. Draft presentation material is due three days prior to each presentation. Conference or trip reports are due no later than five days after each conference or trip. System security plan updates are due fifteen days after receipt of government comments. Software product specifications are due at the completion of each ordering period and within fifteen days upon request. Commercial off-the-shelf manuals and supplemental data are due concurrent with each delivery of associated software or hardware. Test plans and inspection reports are due as required.

Award will be made only if the offeror, the product service, or the manufacturer meets the qualification requirement(s) at time of award, in accordance with FAR clause ****.

White papers are due by July 15, 2026, at **** EST. The notional schedule for prototyping should aim to meet objectives within 12 months, with shorter periods being of greater interest.

Proposals will be evaluated based on technical merit, innovation, feasibility, schedule, and price. The extent to which the proposed solution enhances and/or accelerates innovative development and contributes toward objectives and mission accomplishment is emphasized.

Vendors must register in the System for Award Management (SAM) and have a Unique Entity ID (UEI). Vendors must also be determined responsible by the government and not be suspended or debarred.

Vendors may be disqualified if they have engaged in or are suspected of engaging in criminal, fraudulent, or seriously improper conduct, or if they are suspended or debarred from award by the federal government.

The subject item requires government source approval prior to contract award, as the item is flight critical and or the technical data available has not been determined adequate to support acquisition via full and open competition. Only the source s previously approved by the government for this item have been solicited.

Proposals received within 45 days after date of publication of this synopsis will be considered by the government. This notice of intent is not a request for competitive proposals.
