Vendors must be registered through the System for Award Management (SAM) at www. ***. *. * to be eligible for award of any possible future government contract opportunities.

Late or non-compliant submissions will not be assessed or considered.

Bids must be received by the purchasing office before 2:00 p. m. on July 30, 2026. The project completion is 90 calendar days from the notice to proceed.

The city will retain five percent (5%) of each progress payment as security for the contractor's performance. Retainage will be released in accordance with **** and the draft contract agreement.

The award will be made to the lowest responsive, responsible contractor, taking into consideration quality, performance, and the time specified in the proposals for the performance of the contract.

Contractors must be qualified and experienced, possess a valid North Carolina General Contractor license, and provide proof of insurance. Key personnel and subcontractors must also be identified.

Protests related to this procurement must be addressed to the purchasing manager and received in writing within five (5) calendar days of bid award.

Failure to submit all required documents, including certifications and the Buy America certification form, may render a bid nonresponsive and subject to rejection. Material misrepresentations or false statements may also result in disqualification.
