This is a combined synopsis/solicitation for commercial products and services to purchase variable frequency drives (VFDs) for the VA Connecticut Healthcare System, West Haven VA Medical Center. The VFDs are needed to replace existing units serving air handling equipment. Bidders must have a field service representative within 200 miles of the medical center and be trained by the OEM. A mandatory pre-bid walkthrough is scheduled for June 9, 2026. Quotes are due by June 16, 2026. Award will be based on price, past performance, and technical capability. A minimum two-year warranty is required.
The contract period of performance will be 90 calendar days from notice to proceed.
Labor charges shall be billed hourly, and any unused labor totals will be credited back to the VA Medical Center on the next billing cycle, upon receipt of the service report.
A minimum warranty of two years on all parts, labor, workmanship, and equipment shall be furnished.
Award will be based upon a comparative evaluation of quotes in accordance with the simplified acquisition procedures of FAR 13. The following are the decision factors: price, past performance, and technical capability.
Potential bidders shall have a field service representative located within 200 miles of the West Haven campus and have been trained by the original equipment manufacturer (OEM) on the specific model of equipment.
A mandatory pre-bid walkthrough is planned for June 9, 2026, at 8:30 am at Building 15 of the VA Medical Center West Haven.
Questions shall be submitted to the contracting officer in writing via email by June 12, 2026, by 4:00 pm EST.
Failure to register in SAM may result in ineligibility to receive a government contract. Failure to register in VISTA may result in exclusion from the issuance of a VA contract.
