If any person refuses to testify before a grand jury or other authorized agency concerning a transaction or contract with the state or a political subdivision, even if offered immunity, that person or any firm of which they are a part may be disqualified for five years from submitting bids or entering into contracts with the town. The agreement may also be cancelled without penalty.
