The bid notice states that the city is seeking bids from firms that are interested and qualified to provide the services.

The bid due date is Friday, April 24, 2026, at 10:00 a. m. local time. The project is expected to commence on or about June 8, 2026, and be completed by July 31, 2026.

The board will attempt to make payments for items ordered within thirty (30) days of delivery. Invoices received by the 25th of the month will be processed and paid at the next regularly scheduled Board of Education meeting. All payments are governed by the Illinois Local Government Prompt Payment Act.

Contractor warrants that goods supplied will have good title, be free of liens and encumbrances, be of merchantable quality, be fit for the particular use intended, be free from defects, and be in full conformity with specifications. These warranties shall survive acceptance of the goods.

Contracts will be awarded to the lowest responsible, responsive bidder, as determined by the board in its sole judgment, considering conformity with specifications, terms of delivery, quality and serviceability, and such other factors as the board deems necessary and appropriate in the best interest of the school district.

Bidders must submit proposals on forms provided by the Board of Education. Proposals must be signed by legally authorized persons. Evidence may be required to substantiate signatures. Oral, telephonic, telegraphic, electronic, or facsimile transmitted bids will not be accepted. A bid bond or certified check of 10% of the proposal is required. Performance and labor and material payment bonds are required within 10 days of award. Contractors must comply with prevailing wage laws and provide proof of insurance. All employees working on school property must undergo a criminal background investigation.

The provision of section **** of the highway standards shall apply to this project, except that the amount of the daily charge shall be $500 five hundred dollars per calendar day for liquidated damages.

The completion date for this project will be 90 days from the date of the notice to proceed presented to the successful bidder.

The board of county commissioners reserves the right to waive informalities in any bid, to accept and/or reject any or all bids, and to accept the bid that in their judgment will be in the best interest of Franklin County.

The bid must conform to section **** Florida Statutes, on public entity crimes. All bidders shall comply with all applicable state and local laws concerning licensing registration and regulation of contractors doing business to the state of Florida.

Liquidated damages for failure to complete the project on the specified date will be set at **** per day.

The bid proposal submission deadline is April 29, 2026, at 2:00 PM Mountain Time. The substantial completion date for the project is July 31, 2026.

The bid notice states that payments will be based on the bidder's successful completion of deliverables within the stated deadlines and upon the agency's written acceptance of those deliverables or services. Casper College prefers the AIA G702 format for payment applications. Final payment of 5% of the total contract amount will be made on the 41st day after the first notice of completion and acceptance of all work under the contract has been advertised.

The bid notice mentions that a copy of material and labor warranties must be included when applicable. The scope, coverage, and duration of the warranty offered for both materials and labor are also evaluation criteria.

The bid notice states that proposals will be evaluated based on pricing, specifications/qualifications, quality of materials, reputation, experience, subcontracting, timeliness, and warranty. The award will be based on what is deemed the best value for Casper College, and the bidder offering the lowest price may not necessarily be awarded the contract.

The bidder may be required to submit three letters of reference from past projects similar to the work described in the RFP, completed within the last three years. The bidder is responsible for securing and paying for all applicable federal, state, and local licenses and/or permits required for the work.

The bid notice states that if a proposal is accepted and the bidder fails to furnish the agreed-upon services, the bidder may be disqualified from future consideration. Violation of anti-discrimination certifications may constitute a material breach of contract, resulting in contract cancellation, termination, or suspension.

A non-mandatory pre-proposal meeting and job walk will be held on April 20, 2026, at 2:00 PM Mountain Time. While attendance is not mandatory, it is strongly recommended that bidders visit the job sites before submitting their bids.

The last date for clarification inquiries is April 22, 2026, at 2:00 PM Mountain Time. Questions received after this deadline will not be considered.

The contractor shall begin performance within 10 calendar days and complete it within 90 calendar days after receiving award, notice to proceed. This performance period is mandatory negotiable.

The contractor will be paid, in accordance with the payments clause in the contract and as otherwise noted in this document, upon receipt of a proper invoice.

The bid notice states that the contractor shall provide warranty and/or guarantee on permanent items and systems used during construction, commencing on date of acceptance, for specified durations. See FAR ****, Warranty of Construction.
