CPS Energy is looking for a company to provide personnel and needed equipment (concrete pump truck or trailer) to distribute concrete at any CPS Energy property for an anticipated term of three years. A non-mandatory presolicitation meeting will be held on August 26, 2025 at 1:30 pm Central Time. Submittals are due no later than September 16, 2025 at 3:00 pm US Central Time. CPS Energy reserves the right to reject late submittals. All questions regarding this procurement must be submitted in writing, either through the portal or to the procurement agent via email.

Scope includes electrical upgrades, screening structure and mechanical screen with isolation gates, aerators for the oxidation ditch, concrete clarifier splitter box with weir gates, two secondary concrete clarifiers with rotating mechanisms and telescoping valves, concrete UV disinfection equipment and structure with effluent weir, backfill lagoons, control building, site work, RAS/WAS pump station and valve vault, scum pump station and valve vault, and temporary storage and/or treatment of wastewater during oxidation ditch improvements.

This is a combined synopsis/solicitation for commercial items. Proposals are requested, and a written solicitation will not be issued. The procurement is set aside for 100 total small businesses. The solicitation includes a detailed list of required materials, specifications, and delivery date. Offerors must submit a completed Past Performance Questionnaire (Exhibit 1) and other required documents with their quote. The deadline for submission of questions is August 25, 2025, at 10:00 AM MT. Quotes are due at the contract specialist's email address by 10:00 AM Mountain Time on August 28, 2025. The government will award the contract to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered.
