This is an on-call, task-order based contract for geotechnical engineering, soils and materials testing services. Services will be authorized through written task orders, and compensation will be based on approved unit rates. No minimum services are guaranteed. The City reserves the right to negotiate scope and pricing prior to award and may utilize one or more consultants. Proposers must acknowledge receipt of addenda and maintain required insurance. Protests must be submitted within five calendar days of notice of intended award.
Invoices shall reference the task order number, identify services performed, and include supporting documentation. Failure to comply may delay or prevent payment.
Proposals will be evaluated based on the City's determination of overall value, considering qualifications, experience, technical understanding, responsiveness, past performance, and reasonableness of proposed rates.
Proposals shall include firm qualifications and experience, key personnel qualifications and certifications, relevant project experience, understanding of City requirements, and description of approach to services.
Failure to meet response and performance requirements may result in reassignment or other remedies. Failure to comply with drug-free workplace requirements may result in suspension of payments, termination of the contract, or debarment.
Material sampling is an authorized bid item, compensated per unit when specifically authorized and limited to the tests identified in the task order.
Protests must be submitted within five 5 calendar days of notice of intended award and must include detailed legal and factual grounds with supporting documentation.
Proposals that are incomplete, contain material omissions, or fail to conform to the RFP requirements may be deemed nonresponsive. Failure to provide requested evidence of responsibility may result in rejection.
