Proposers must possess a valid State of Hawaii general engineering contractor's license A and register as a public purchase vendor. A pre-proposal conference is scheduled for September 22, 2025, at 10:00 AM at the West Hawaii Civic Center. The original executed and notarized standard qualification questionnaire for offerors (SQQO) must be received 48 hours prior to the proposal opening date. The intent to bid form must be received at the administration office, Department of Public Works, no later than 4:30 PM, ten (10) calendar days prior to the proposal opening date. The project includes design, permitting, and construction of wastewater treatment process improvements to achieve treated R1 wastewater effluent that satisfies water quality standards.
