Wayne County is seeking proposals from organizations to participate in the Resilience Hub Network. This initiative aims to strengthen community resilience against climate-related disasters by establishing community-serving facilities that can support residents, coordinate communications, and distribute resources before, during, and after emergencies. Selected organizations will participate in training to develop community emergency response plans and will be expected to coordinate with Wayne County and other governmental agencies. Key activities include participating in FEMA trainings, developing a community emergency response plan, holding community engagement events, and providing regular reporting. The contract term is two years with two one-year extension options. Proposals are due by July 2, 2026. A virtual pre-proposal conference and a pre-proposal site visit are scheduled.

The bid submission must reflect net 45 payment terms.
Proposals will be evaluated based on experience qualifications (40 points), organizational siting (30 points), and project cost (30 points). Evaluation credits may also be provided.
Proposers must demonstrate they have been actively operational for the last three years, currently operate a service location within Wayne County, and demonstrate service delivery to a Wayne County community scoring 0. 7 or higher on the CDC Social Vulnerability Index.
Repeated failure to correct deficiencies will result in cancellation of any contract awarded.
A pre-proposal site visit is scheduled for Thursday, May 28, 2026, from 4:30 PM to 6:00 PM at the Ecorse Public Library.
Proposers' questions are due by June 15, 2026, at 2:00 PM.
Causes for disqualification include evidence of collusion, lack of competency or responsibility, uncompleted work that might hinder prompt completion, being in arrears on contracts, litigation with the county, or defaulting on previous contracts.
