The City of Victor, Colorado is seeking proposals from qualified consultants to develop a rural-focused Complete Streets ordinance and policy. The project aims to improve safety, accessibility, and connectivity in a small historic mountain community with unique transportation challenges, including unpaved roads, steep grades, and limited sidewalks. The selected consultant will engage with stakeholders and develop context-sensitive recommendations for roadway design, parking, traffic calming, and multimodal transportation, prioritizing low-cost, phased implementation. Proposals are due July 31, 2026.
The final policy, ordinance, and implementation recommendations are due in September 2027, with City Council consideration and adoption on September 17, 2027.
Proposals will be evaluated based on experience and qualifications (25%), approach methodology (25%), project team (20%), cost and value (20%), and references and past performance (10%).
Consultants should have demonstrated experience in rural transportation planning, complete streets policy development, small community planning, mountain or rural roadway systems, context-sensitive transportation solutions, community engagement in rural communities, and the Colorado municipal policy and regulatory environment.
Questions are due July 1, 2026, with responses issued July 10, 2026.
Submissions received after the proposal due date of July 31, 2026, will not be considered.
