The contract is intended to commence on September 25, 2026, with an initial period of one year and options for three additional one-year renewals.

All onetime, recurring, transaction, and passthrough prices and fees must be clearly stated and remain firm. Settlement is gross or net, with fees clearly identified.

Award shall be made to the responsible respondent whose response is determined to provide the best overall value to Cole County, based on evaluation criteria including taxpayer experience, devnet integration, implementation, references, and pricing.

Respondents must provide a single, integrated, cloud-based ebpp platform, three references from comparable county tax clients (one with devnet integration), demonstrate a process for increasing taxpayer use of electronic communications, and provide evidence of PCI DSS Level 1 validation, Nacha compliance, and independent security audits.

In case of default by the bidder or contractor, Cole County will procure services from other sources and hold the bidder or contractor responsible for any excess costs.

Questions concerning the meaning or intent of the specifications must be submitted in writing and received by Monday, August 24, 2026, at 3:00 PM Central Time.

Respondents directly contacting other county employees risk elimination from further consideration. Failure to examine relevant documents or provisions may not relieve the respondent from obligations.

Proposals must be received no later than August 31, 2026, at 4:00 PM CT.

The successful proposer shall pay the greater of the proposed minimum annual guarantee (MAG) or 40% of gross revenue generated from ATM surcharge fees, transaction fees, and any other revenues. The proposed first-year MAG shall be no less than $20,****.

Proposals will be evaluated based on 25% Design and Quality of Improvements, 30% Management and Operations Plan, 25% Qualifications, Capabilities, and Experience, and 20% Financial Proposal.

Proposers must be licensed and in good standing with applicable banking and financial regulatory authorities, be a member of the FDIC or NCUA, provide evidence of ability to finance commitments, and have a national or regional affiliation with a recognized banking institution. A minimum of three years of continuous ATM operation experience within the last five years is also required.

Failure to meet the submission deadline will result in rejection. Failure to execute the final permit and submit required documentation may result in the proposal deposit being retained as liquidated damages.

Any questions, issues, or disagreements regarding the RFP terms must be raised in writing by August 20, 2026, at 4:00 PM CT.

Causes for disqualification include evidence of collusion, incomplete proposals, lack of necessary skills or financial resources, default on obligations to the city or NOAB, violation of the cone of silence, submission of multiple proposals, and other causes deemed appropriate by the city or NOAB.

The period of performance for services is from September 14, 2026, through September 13, 2031.

Payment will be made in accordance with the Prompt Payment Act (31 ****) and Prompt Payment Regulations (5 CFR part ****).
